About Us

The Bureau of Human Resources provides human resource services, systems, support and information to City employees, retirees and the general public. The Bureau oversees and administers a wide range of centralized services including and not limited to: Payroll, the development of personnel policies, recruitment, screening, hiring, time and attendance, development of job descriptions, drug and alcohol testing, union matters, workers’ compensation and the administration of employee benefits, such as medical coverage, pension plans, family medical leave, ADA and unemployment. Human Resources is also responsible for the enforcement of the Civil Service Rules and Regulations of the Harrisburg Civil Service Commission with regards to the hiring and the promotional process for the Police and Fire Bureaus.
