Planning Commission

The Harrisburg Planning Commission (HPC) is a body comprised of seven members appointed by City Council. The HPC review requests for Land Development Plans (which include not only new construction, but subdivisions and lot consolidations as well), Zoning Code/Map Amendments, and some Easements; it also provides preliminary reviews of applications for relief from aspects of the City's Zoning Code (Variance and/or Special Exception applications). The are also the body responsible for maintaining and updating the City's Comprehensive Plan, as well as other topical and small-area plans (such as neighborhood plans).

The applications reviewed by the Planning Commission include:
Subdivision & Land Development Plan
Zoning Code Amendment
Zoning Map Amendment
Easements
Zoning Relief (Variance & Special Exception)

Meetings are generally held the first Wednesday of each month in the City Council Chambers, unless there is a conflict such as a holiday, in which case the meeting is usually scheduled for the following Wednesday.

Agendas for meetings not included on this webpage can be requested by contacting Planning Bureau staff.

Public Notice of Potential Fraud: Please be aware that fraudulent actors have attempted to pose as representatives of the City of Harrisburg or the Planning Bureau,  and have been initiating contact - either by email or letter - with applicants for cases heard by the Planning Commission and Zoning Hearing Board to request immediate wire transfer or electronic payment for fees associated with review of their application. At no time will our department ever ask for a wire transfer or electronic payment of any funds associated with the review of an application, as payment can only be accepted via check or money order. If you have been contacted, please do not respond with payment and notify the City immediately at [email protected].
