Zoning Hearing Board

The Harrisburg Zoning Hearing Board (ZHB) is a body comprised of three members (and an alternate) appointed by City Council; the Board also has their own legal counsel known as the ZHB Solicitor. They review requests for relief from aspects of the City's Zoning Code, as well as appeals of zoning determinations from the Zoning Officer. Meetings are generally held the third Monday of each month in the City Council Chambers, unless there is a conflict such as a holiday, in which case the meeting is usually scheduled for the following Monday. There is no regularly-scheduled meeting during the month of December.

* Prior to an upcoming ZHB meeting, the posted agenda will reflect the cases to be discussed; after the meeting, the documentation will be updated to reflect the action(s) taken by the Board.

* Please note that because the meetings are quasi-judicial, minutes are kept by court stenographers and not City staff (thus why meeting minutes are not linked below), and transcripts can be obtained (at the requestor's cost) by contacting the stenographic company in attendance at that month's meeting.

* Agendas for meetings not included on this webpage can be requested by contacting Planning Bureau staff.

Public Notice of Potential Fraud: Please be aware that fraudulent actors have attempted to pose as representatives of the City of Harrisburg or the Planning Bureau,  and have been initiating contact - either by email or letter - with applicants for cases heard by the Planning Commission and Zoning Hearing Board to request immediate wire transfer or electronic payment for fees associated with review of their application. At no time will our department ever ask for a wire transfer or electronic payment of any funds associated with the review of an application, as payment can only be accepted via check or money order. If you have been contacted, please do not respond with payment and notify the City immediately at [email protected].
