RAPE SUSPECT APPREHENDED DURING STRUGGLE

Mayor Stephen R. Reed today reported that the man wanted for two rapes in the Midtown section has been arrested after a struggle.

Reed said Charles Stump, 31, of no known address, was determined by city police to have been the suspect in the December 30, 2006 sexual assault of two women in the 200 block of Charles Street during which he also robbed them of wallets, credit card and a cell phone.

Police determined the suspect through DNA testing. Stump has been on state parole in relation to multiple previous serious offenses. The city issued a BOLO (Be on the Lookout) bulletin and alerted state parole agents. Parole agents spotted him and attempting to take him into custody, the suspect fought with agents, injuring one.

The victims, who were not informed of the DNA match, also positively identified the suspect from a photo line-up.

For the December 30th incident, Reed said the charges include two counts each of Kidnapping, Unlawful Restraint, Sexual Assault, Robbery, and one count of Rape.

Charges filed in connection with his arrest include one count each of Aggravated Assault, Resisting Arrest, Escape and False ID to Law Enforcement Authority. He has been arraigned and committed to Dauphin County Prison on $500,000 bail. A parole detainer has also been filed against him, preventing his release.

Reed said: “A violent, dangerous repeat offender has now been removed again from the streets and, we hope, this time for good.”
