MAYOR PRESENTS POLICE AWARDSMayor Stephen R. Reed today gave official recognition to the outstanding efforts of more than 150 city police officers, civilians and other federal, state, county and local law enforcement personnel and K-9’s for actions ranging from saving lives to the capture of armed and dangerous criminal suspects. The annual awards program was begun by the Mayor in the 1980’s as a way for the city to recognize the many contributions to public safety of the city’s police officers, private citizens and others. “The awards we present today cover a wide range of circumstances, from the capture of armed and extremely dangerous suspects, to the quick and selfless actions of private citizens whose only thought was to assist another person.” “To all of the individuals being recognized today we give our thanks. They have our gratitude, respect and admiration. The City of Harrisburg and the region are a better place because of the concern they have shown. “All, by their service, bring honor to the memory of those who have given their lives in law enforcement service to this city and nation,” Reed said. The following awards were presented during ceremonies in the Rev. Dr. Martin Luther King Jr. City Government Center. Citizens Commendations To Howard E. LeNore, for his courageous pursuit and detainment of a purse snatching suspect in the 200 block of State Street on August 5, 2005. To Andrew S. Baumgardner, Samuel L. Lindsay, Kimberly A. McIntyre, Jose A. Burgos and Erin Livering for their quick actions during an armed robbery at the Exxon station at Cameron and Paxton Streets on September 15, 2005, that enabled police to apprehend the suspect. To Oscar L. Douglas, for his exemplary efforts in helping solve a series of Derry Street Corridor robberies that began in October of 2005. Douglas volunteered his own time to help build collaborative relationships between police, neighborhoods and churches. To City Communications Center telecommunicators Mattea L. Macri and Janice Clea, for their excellent coordination of law enforcement agencies during an October 5, 2005, pursuit of 5 armed robbery and shooting suspects in the 1900 block of Kensington Street. To Donn J. Miller, for his exemplary undercover work at the state Farm Show Complex Flea Market on October 2, 2005, that ultimately netted nearly 10,000 pirated DVD’s and CD’s. To City Communications Center telecommunicators Helen M. Solivan, Ruth Carrasquillo, Jr., and Ernest Gutierrez, for their October 31, 2005 assistance to police officers searching for a rape suspect in the 1600 block of Wayne Street, leading to his capture. To City Communications Center telecommunicators Ann Sohomuch, Kristin M. Baker and Laurie A. Over, for their decisive actions during a November 6, 2005 burglary-in-progress call on Argyle Street that kept the elderly victim calm and enabled the quick apprehension of the suspect. To City Communications Center telecommuncators Mattea L. Macri and Janice Clea, for their professionalism and assistance to police officers during a fight in the 1300 block of Derry Street on December 4, 2005. To Ricardo Rivera and Raul Rivera, for their courage in thwarting an attempted robbery and detaining a suspect who had forced his way into a residence in the 300 block of S. 15th Street on December 26, 2005. To Oumou N. Diallo, for his intelligent actions in reporting a robbery at 20th and Whitehall Streets on February 13, 2006, that allowed for the quick identification and arrest of the suspect. To Terrance L. Wilburn and Breland J. Roach, for their quick and courageous actions in combating a fire with 12-ft. high flames at Harrisburg High School on February 16, 2006, preventing harm to students or major damage to the school building. To Jemini Creamer and Rebecca Beamer-Hicks, for their intelligent actions on March 2, 2006, when they observed an unattended 3-year old child in the first block of N. 18th Street on their way home from school. The Mayor’s Award for Valor To Harrisburg Police Bureau Officers Marc A. McNaughton, Richard J. Iachini and Charles H. Pensyl, for their courageous actions while being fired upon by an armed and dangerous terroristic threat suspect on January 1, 2006 in the 1400 block of S. 15th Street. The Mayor’s Award for Bravery To HPB Officer Andrew W. Rosetti, for his courageous actions in response to a shooting incident in Hall Manor during the early morning hours of April 19, 2005, resulting in his single-handed apprehension and detention of 2 armed suspects. To HPB Officers Quinten E. Kennedy, Garrett R. Miller and Ryan J. Neal, for their courageous actions on September 24, 2005, during the pursuit and capture of an armed and dangerous drug dealer in the area of 13th and Derry Streets. The suspect had previously escaped from police. To HPB Officer Michael E. Maurer, for his courageous actions during a confrontation with an armed suspect attempting to elude capture during a home invasion robbery in the 400 block of S. 17th Street on October 31, 2005. To HPB Cpl. Litho D. Ware, for his courageous response to a suspect who drew a weapon on him during a November 23, 2005 traffic stop by Vice Unit officers at N. 3rd and Harris Streets. To HPB Officer Daniel B. Jenkins, for his courageous actions during the pursuit of an armed traffic stop suspect who had pointed his weapon at him at N. 18th and Regina Streets on November 23, 2005. The Mayor’s Award for Heroism To HPB Officers Charles E. Painter, Daniel M. Webber, Lydell V. Muldrow and James R. Hawkins III for their quick actions in preventing a potential suicide victim from jumping off the Mulberry Street Bridge on September 20, 2005. To HPB Officer James R. Hawkins and Dauphin County Juvenile Probation Officer Devon O’Connor for their heroic actions in twice entering a burning building to rescue entrapped victims in the 1600 block of Catherine Street on March 6, 2006. The Officer of the Year Award To Officer Aaron J. Gold. A five year veteran of the city police force, Gold sustained serious illness requiring a kidney transplant in 2004, and was able to return to work within months. Currently assigned to the midtown and uptown districts, Gold is diligent and self-motivated, and in 2005 made 41 arrests and issued citations to another 118 violators. Particularly effective on DUI stops, he obtained 13 successful DUI convictions in 2005. The Detective of the Year Award To Detective Donald E. Heffner II, a 13-year veteran of the city police force and detective since 1997. Currently assigned to the Criminal Investigation Division’s Special Operations Unit, in addition to 2 years as a patrol officer, he has also served in the Adult and Juvenile Offender Units and the Community against Narcotics Unit. Hardworking, creative and tenacious, he easily handles a caseload of over 100 crimes, and was lead investigator in 3 homicides in 2005, all of which have been cleared with arrests. The Award of Merit To HPB Detectives Grant C. Steele, Elijah Q. Massey, Timothy M. Carter, Donald E. Heffner II, Rodney D. Shoeman Sr., Jarrett J. Ferrari, Victor M. Rivera and Christopher Krokos, for their diligent and intelligent investigation of a series of burglaries that plagued the midtown and uptown areas between August 2004 and July 2005. To HPB Officers Atah H. Akakpo-Martin, Michael P. Sanderson, William J. Vernouski, Joseph A. Zimmerman, Terry D. Wealand, Kirk E. Aldrich and Shawn M. Donofrio, and Middletown Police Officer Mark Hovan and K-9 Bojar, for their skill and teamwork during an early morning burglary alarm call at a business in the 300 block of S. 18th Street. To HPB Detective Timothy M. Carter and Officer Paula Trovy for their diligent efforts in identifying and apprehending serial graffiti artists SLK and FEPT, who struck hundreds of midstate locations from September 2004 through August 2005. To HPB Detective Rodney D. Shoeman, for his exemplary investigatory work on multiple robberies and a sexual assault at differing locations on December 26, 2004, leading to the timely identification and arrest of the suspect. To HPB Detectives Grant C. Steele and Jarrett J. Ferrari, for their intelligent investigatory work on 4 auto theft cases that occurred over a 3 month span from January to March, 2005, leading to the identification and arrest of a lone suspect. To HPB Detective Timothy M. Carter, for his exemplary work on a January 21, 2005 child abuse case involving a 7-year old city youth that led to the arrest and confession of the child’s father. To HPB Detectives Jarrett J. Ferrari and Christopher Krokos, for their intelligent teamwork on January 27, 2005, in locating a stolen vehicle in the 2300 block of N. 3rd Street and arresting the driver, which led to the identification of an additional juvenile suspect and the solving of 5 additional cases. To HPB Detectives Levell Jenkins and William B. Jackson, Officer Ryan J. Neal, and Dauphin County Drug Task Force Detectives Shawki Lacey, Regis C. Vogel, Troy P. Elhajj and Jason Umberger, for their exemplary teamwork during a search warrant execution in the 2000 block of Mulberry Street on March 4, 2005, that netted 339 grams of crack cocaine, cash and weapons, and a federal prosecution of the suspect. To HPB Cpl. Luis A. Rodriguez, Detectives Matthew A. Taylor, Kevin R. Duffin, Grant C. Steele, Rodney D. Shoeman, Sr., John C. O’Connor, Elijah Q. Massey, Jason D. Brinker, Jarrett J. Ferrari, Jeffrey M. Schriver, and Officer Branden L. Kunkel, for their intelligent teamwork during a March 8, 2005 home invasion and shooting at 36 S. 13th Street, resulting in the arrests of 2 suspects, one of whom had fled to Philadelphia. To HPB Detective Hector L. Baez, for his diligent and extensive investigation of a Philadelphia-based fraud ring that struck the city-based PSECU Credit Union in July of 2004, and their subsequent successful prosecutions in March, 2005. To HPB Detectives John C. O’Connor, David A. Lau, Donald E. Heffner II, Jason D. Brinker, Hector L. Baez, Jarret J. Ferrari and Christopher Krokos, for their professionalism and diligent teamwork during an investigation of a March 5, 2005, armed robbery of a pizza deliveryman in the 2600 block of Jefferson Street, leading to the arrest of 2 suspects who were also involved in other armed robberies. To HPB Detectives David A. Lau, Victor R. Rivera, Donald E. Heffner II, and Officer Karen A. Williams, for their intelligence and diligence in identifying and capturing 3 suspects in a March 26, 2005 armed robbery, shooting and kidnapping. To HPB Cpl. Luis A. Rodriguez, Detectives Victor M. Rivera, Ryan J. Neal, Donald E. Heffner II, Elijah Q. Massey and Officers James T. Galkowski and Sheldon D. Marshall, for their intelligent investigatory work in identifying and arresting two serial robbery suspects that struck the downtown and Allison Hill areas of the city in February and March of 2005. To HPB Detectives David A. Lau, Donald E. Heffner II, Timothy M. Carter and Hector L. Baez, for their excellent investigatory skills in an April 5, 2005 shooting in the 300 block of Crescent Street that resulted in the suspect’s arrest despite uncooperative witnesses. To HPB Sgt. Steven L. Novacek and Officer Joseph C. Marshall for their quick actions during a trailer theft case in the 300 block of Carlisle Street on April 10, 2005, resulting in the apprehension of the suspect and the expedited recovery of the stolen property. To HPB Detectives John C. O’Connor, Jeffrey M. Schriver and Donald E. Heffner II, Cpls. Michael S. Lamonto, Todd A. Abromitis and Officers Christopher M. Silvio, Atah H. Akakpo-Martin, Jeffrey J. Cook, Michael P. Sanderson and William H. Kimmick III, for their intelligent and diligent teamwork while investigating an April 14, 2005 burglary of a business in the 2000 block of Market Street, leading to the suspect’s arrest and confession to 5 other burglaries and an arson, as well as the identification of 3 other suspects. To HPB Capt. Cindy L. Baldwin, Detective Donald E. Heffner and Officers Peter Rivera, Robert E. McKenzie, Kirk E. Aldrich, and Leroy P. Lucas, for their intelligent teamwork during an April 22, 2005 theft call in the 500 block of Dunkle Street that led to the arrest of a suspect responsible for 12 additional thefts from auto break-ins and the recovery of some of the stolen property. To HPB Detectives John C. O’Connor, Hector L. Baez and Victor M. Rivera, for their intelligent police work in identifying 2 suspects in an April 29, 2005 Midtown robbery and tying them to 2 other robberies in the city. To HPB Officers Michael E. Maurer, Chad A. Sunday and Andrew W. Rosetti, for their keen observational skills and quick action in thwarting an early morning attempted robbery on May 2, 2005, in the 200 block of N. 3rd Street, leading to the arrest of 2 suspects who had also committed earlier robberies. To Cpl. Deric E. Moody, Detectives Victor M. Rivera, David A. Lau, Jason D. Brinker, Donald E. Heffner II, Hector L. Baez, Kevin R. Duffin, Jarrett J. Ferrari, Elijah Q. Massey and Matthew A. Taylor, for their intelligent teamwork in tracking down a robbery suspect of a N. 17th Street store on April 30, 2005, eventually taking him into custody after he fled to a rooftop. To HPB Detective David A. Lau, for his dedicated investigatory efforts in a N. 15th and State Street gas station shooting on May 7, 2005, resulting in the arrests of 3 suspects on various charges. To HPB Detectives Levell Jenkins, William B. Jackson and Sean D. Cornick, for their intelligent teamwork in identifying the location of heavily-armed New York drug dealers in the 300 block of Hummel Street on May 27, 2005, resulting in the confiscation of crack cocaine and cash and the arrest of 4 suspects who were then federally prosecuted. To Dauphin County Adult Probation Officers Donald J. Trovy and Jason C. Snyder, for their keen observational skills while working a plainclothes detail downtown on June 4, 2005, that led to the arrests of 2 drug sales suspects and the confiscation of large amounts of cocaine, marijuana, and various packaging materials. To HPB Detective Christopher Krokos, for his diligent June 11, 2005 investigation into the theft of a vehicle from the M.W. Smith Homes, leading to the identification and arrest of 5 juveniles who also committed at least 5 other auto and license plate thefts. To HPB Cpl. Deric Moody, Detectives Sean D. Cornick and Ryan J. Neal, Officers Michael E. Maurer, Quinten E. Kennedy, John A. Salvadia and Milo G. Hooper, DEA Special Agent Keith T. Kierzkowski, Susquehanna Township Police Department Detective Shawki Lacey, and Dauphin County Probation Officers Brandon Bellinger, Jason R. Groff, John B. Christman and Larry A. Muza, for their intelligent teamwork during an undercover drug investigation on June 14, 2005 at 5th and Woodbine Streets, that led to the confiscation of crack cocaine and marijuana worth over $50,000, as well as cash and a weapon, and the arrest of a suspect in the 2200 block of N. 4th Street. To HPB Detective Levell Jenkins, for his diligent and exemplary efforts during a 6-month long investigation into a high number of drug-related complaints in the 1200 block of Derry Street, which identified the main source and resulted in the federal prosecution of the suspect, and ultimately resulted in a nearly 70% decrease in the number of drug sales complaints in the area. To HPB Officers Edward V. Grynkewicz III, Garrett R. Miller, Stacey L. Lauver and Jacob Pierce, for their quick and intelligent actions in identifying, locating and arresting 3 suspects in a N. 16th and Market Streets assault and robbery on July 18, 2005. To HPB Cpl. Gabriel Olivera and Officer Laura F. Green, for their excellent police work on July 23, 2005, in the 1700 block of Park Street, where they dissuaded the suicide-threatening suspect from jumping off a roof. To HPB Detectives Victor M. Rivera and Matthew A. Taylor, for their quick response to an August 5, 2005 burglary in the 3100 block of N. 3rd Street, and their subsequent investigation that led to the arrests and confessions of 2 suspects to 6 other burglaries in the area. To HPB Detectives Donald E. Heffner II and Christopher Krokos, for their diligent and intelligent investigation of a rash of Allison Hill home invasion robberies that occurred from December 2005 through January 2006, resulting in the arrests of 4 suspects. To HPB Detective Jarret J. Ferrari, for his intelligent investigation into an August 10, 2005 juvenile rape case on S. 15th Street that resulted in the quick arrest of a 49-year old suspect. To HPB Cpl. Deric E. Moody, Officers Milo G. Hooper, Tyron E. Meik, Quinten E. Kennedy, Dauphin County Adult Probation Officers Jason C. Snyder, Donald J. Trovy, Gretchen D. Lagus, Andrew D. Cooper and Tim P. Kinsinger, and D. C. Juvenile Probation Officer John B. Christman, for their intelligent teamwork during an unscheduled August 16, 2005 probation check in the 2400 block of N. 5th Street that resulted in the confiscation of over $34,000 in cash, marijuana, cocaine and a stolen weapon and arrest of the suspect. To HPB Officer Darrin A. Bates, for his keen observational skills during a robbery in progress on August 30, 2005 at Cameron and Market Streets, resulting in an immediate pursuit and capture of one of the suspects and the return of a stolen wallet to the victim. To HPB Detectives Levell Jenkins and Sean D. Cornick, for their exemplary teamwork in locating and capturing a federal fugitive on September 9, 2005 in Hall Manor, resulting in the confiscation of crack cocaine and marijuana valued at $10,000 and a stolen weapon. To HPB Detectives Michelle R. Bailey and Richard J. Iachini and Rodney D. Shoeman, for their quick and intelligent teamwork during a September 25, 2005 investigation into a juvenile pornography case that led to the arrest of a Shippensburg-area man. To HPB Officers Joseph C. Marshall and Jennie Jenkins for their courageous efforts to identify and pursue armed robbery and shooting suspects on October 2, 2005, at S. 17th and Derry Streets, resulting in the capture of 1 of the suspects. To HPB Sgt. Clifford A. Karlsen, Cpls. Michael S. Lamonto and Deric E. Moody, Officers James T. Galkowski, Milo G. Hooper, Tyron E. Meik, Quinten E. Kennedy, John A. Juvenile Probation Officer Robert Ocker, for their keen observational skills and teamwork on October 6, 2005, on Argyle Street, where they identified an automatic weapon magazine in the hands of a suspect sitting on a porch and quickly effected his and another suspect’s arrests. To HPB Detective Jarrett J. Ferrari, for his professionalism during an October 19, 2005 juvenile rape investigation that led to multiple charges and a confession by the victim’s father. To HPB Officers Daniel M. Webber, Charles E. Painter and Lydell V. Muldrow, for their quick and intelligent response to an October 25, 2005, Balm Street shooting incident that led to the pursuit of the suspects’ fleeing vehicle and subsequent arrest. To HPB Officer Daniel L. Peiper, for his exemplary efforts to identify, pursue and capture an assault and robbery suspect who had accosted an 87-year old man on October 28, 2005 at N. 6th and Kelker Streets. To HPB Cpl. Deric E. Moody, Officers James T. Galkowski, Milo G. Hooper, Ryan J. Neal, Tyron E. Meik and Quinten E. Kennedy, and D.C. Adult Probation Officer Jason D. Groff, for their intelligent teamwork on November 8, 2005, in the 2600 block of N. 6th Street, during an unscheduled probation check, that resulted in the confiscation of cocaine and marijuana packaged for sale, cash and weapons. To HPB Officers Jeffrey J. Cook, Atah H. Akakpo-Martin and Jon R. Fustine, for their diligent and professional teamwork in locating and arresting a suspect in a November 11, 2005 armed robbery in the 1300 block of Derry Street. To HPB Detectives John C. O’Connor, Jarrett J. Ferrari, Jeffrey M. Schriver and David A. Lau, for their diligent and professional teamwork in identifying a burglary ring operating on Allison Hill during November and December, 2005, leading to the arrests of 12 suspects for 11 separate crimes. To HPB Officers Tyron E. Meik and K-9 Dak, for their extraordinary assistance to officers on the Power Shift and Vice Unit and other outside law enforcement agencies in 2005, involving over 1,000 calls for searches, confiscations and apprehensions. To HPB Detectives Christopher Krokos and Shawn M. Donofrio, for their intelligent teamwork on a Croyden Road stolen vehicle call on January 24, 2006, that resulted in the quick apprehension of 3 suspects on multiple auto theft charges, including the theft of scores of vehicle keys from the Auto Show. To HPB Detectives Donald E. Heffner II and Christopher Krokos, for their diligent and intelligent auto theft investigation on January 27, 2006 in the 1200 block of S. 13th Street, resulting in multiple arrests of suspects who had tried to run down officers. To HPB Officers Carlos M. Oquendo, Lydell V. Muldrow, Charles E. Painter, Michael J. Savel and Thomas F. Ryan, for their intelligent teamwork and quick apprehension of a robbery suspect at Whitehall and Market Streets on February 13, 2006. Distinguished Unit Citations To HPB Criminal Investigation Division members Lt. Ellis R. Roy, Cpl. Luis A. Rodriguez, Detectives Victor M. Rivera, Timothy M. Carter, Rodney D. Shoeman, Jarrett J. Williams, for their dedicated and intelligent investigatory work in identifying 3 murder suspects from a May 27, 2005 shooting homicide in the 1900 block of Briggs St., and tracking them to other states for apprehension. Massey, for their intelligent teamwork in tying a July 1, 2005 robbery in the 1500 block of State St. to a later shooting on Bailey St., thus enabling the identification of the suspects in both incidents.
