REED PROVIDES FLOOD SAFETY TIPS & URGES PURCHASE OF FLOOD INSURANCE

Mayor Stephen R. Reed today reminded city and area residents to be prepared for flooding that can occur at any time of the year, and particularly during Spring thaws of the snowpack in the northern watersheds of the Susquehanna River.

The Mayor also urged property owners in flood zones to acquire flood insurance. Flood damage is not covered by regular property insurance policies. The federal government subsidizes the cost of flood insurance but private insurance companies actually sell the policies.

The City of Harrisburg, because of emergency management upgrades and floodplain construction standards governing new construction and building renovation in flood zones, has resulted in Harrisburg being upgraded three times under the federal flood insurance program – the only Pennsylvania municipality to be so. Harrisburg is in the top 2% of ratings in the nation as a result.

This means that Harrisburg property owners receive a 15% discount (5% for each upgrade) on the base premium costs of flood insurance.

Reed said the city has published a Family Survival Guide which summarizes flood emergency tips and has placed the publications in the three city libraries as well as in city community centers and other public places. Copies of the guide can also be obtained from the Mayor’s Office by calling 255.3040.

The Mayor said residents and businesses should determine if they live in a flood-prone area and consider purchasing flood insurance. A portable flashlight, extra batteries, first aid kit, canned food and bottled water should be assembled as an emergency kit. Residents should also keep their automobile’s fuel tank filled when inclement weather is forecast or occurring.

Reed also advised homeowners that in the event of a flood they should move furniture and other items to the upper floors of their structure, turn off utilities – gas at the meter and electric at the main breaker panel. Residents should avoid the electric box however if their basement is already flooded.

Residents are also advised to maintain a portable, battery-operated radio so they can stay updated on evacuation and other emergency information. If advised to evacuate, residents should do so immediately.

When driving in flooded areas, motorists are advised to stay away from storm inlets and ditches and avoid driving through water more than three inches deep. Reed said if you must drive through standing water you should proceed very slowly. Walking or driving through flood waters is one of the most dangerous things a person can do.

More information on preparing for a flood emergency can be obtained by contacting the Mayor’s Office at (717) 255.3040, or by consulting the Harrisburg Flood Protection Libraries at the Downtown, South 29th Street or Uptown Shopping Center Branch Public Libraries.
