The following codes are provided by the Bureau of Codes for convenient reference. Normally requested in person at City Government Center, online access and printing of these codes will save you time and money, and using Adobe Acrobat Reader, you can now print these codes at home or office.

Building Permit Application Instructions

Building/Fire/Zoning Permit application
This is the basic Building/Fire/Zoning Permit application. If you are doing work requiring a permit, this is the main form that you want to have completed and submitted! If you are changing the use of your property, use this form to get zoning approval. If you are doing electrical or plumbing work, complete this form and the appropriate forms listed below.

This form is to be used for requesting the sequential inspections during construction.
Electrical and Plumbling standard Building/Fire/Zoning Permit
Electrical and Plumbing work requires separate permits in addition to the standard Building/Fire/Zoning Permit. Use these forms as appropriately needed:

Fire Prevention Code Permit
Some businesses, such as daycares, are required to have fire prevention inspections done on an annual basis. If you need to request one, here are forms to help you.

New Establishment Packet
New Establishment Packet details the requirements and provides the applications for opening or purchasing a food service business (restaurant, take-out, convenience store, grocery store, etc.) within the corporate limits of the City of Harrisburg. You should also download the Restaurant Regulatory Info. and the Zoning Fire Prevention Combined Permit Application.
Special Event Vendor Packet
Special Event License Packet details the requirements and provides the applications for events from 1 to 13 consecutive days (Kipona, Musicfest, Artsfest, festivals, fairs, sales, etc.). Each event requires a separate application and may be submitted after January 1 for that year.
Street Vendor Caterer Health License
Street Vendor / Caterer details the requirements for street vendors and caterers including delivery food service from outside the city. You must do a minimum of 30 days business per year to qualify for this category. You should also download the 2004 Restaurant Regulatory Info. and if locating in the City, the Zoning Fire Prevention Combined Permit Application.
Food Distributor Food Wholesaler Health License
Food Distributor/Wholesaler/Contracted Food Delivery Service is for any individual or corporation with the primary purpose of wholesale food-service delivery to institutions, grocery stores, restaurants, etc.
Current Amended Health License
Current Licensee Amended Application is required for current license holders doing renovations, adding new equipment or doing a substantial change of menu items. ANY CHANGE OF OWNERSHIP OR LOCATION REQUIRES THE USE OF NUMBER 1!
PLEASE NOTE: Upon completion of all the requirements, a minimum of 10 days is required to schedule and inspection or process an application. Please contact the Health Officer at csherrick@cityofhbg.com or via telephone at 717-255-6552 to schedule an inspection or inquire about questions or concerns. Those interested in a new establishment or purchasing an existing establishment are strongly encouraged to contact the health officer prior to signing any formal documents, all food service establishments must be brought into current compliance at time of sale.
