The City of Harrisburg's Homeowners Emergency Loan Program (HELP) was designed to provide assistance to homeowners in need of emergency repairs due to substandard housing conditions. Substandard conditions include those posing a serious threat to the health, safety or welfare of the household that affect the immediate livability of the home.
