Citizen Participation Plan The Citizen Participation Plan sets the polices and procedures for citizen participation in the development of Harrisburg’s Consolidated Plan and Action Plan. The Plan also provides for and encourages citizens to participate in the development of any substantial amendment to the Consolidated Plan and review of performance reports.
