The Tax and Enforcement Office bills and collects mercantile and business privilege taxes and various license fees for the City and for the Harrisburg School District. This unit administers the dog licensing program, and manages all activities associated with the City’s security and fire alarm program. An auditing program, implemented in 1992, allows this office to conduct thorough investigations of the taxable receipts of area businesses.

This office issues the business license to any person/company who is operating a business within the City limits of Harrisburg or comes into the City limits who has sales or provides services for which a fee is collected.

We provide customers with the applications and forms needed in order to operate a business. A complete application with a cover sheet explaining what that application is for, are available for you to print.

• Amusement License Application – fees collected for entrance to any form of amusement
• Amusement Tax forms & worksheet – tax return to be filed after event & worksheet that accompanies tax form
• Business Privilege and Mercantile License Application – for wholesale, retail, or services
• Annual Business Privilege and Mercantile Tax Return – annual business tax return
• Quarterly Business Privilege and Mercantile Tax Return – quarterly business tax return
• Fuel License Application – for businesses delivering fuel in Harrisburg
• Health License Application - application for a Health License from the Bureau of Codes Enforcement.
  
• General License Application – transient merchant, vendors, special events
• Landlord License Application – own one or more properties that are rented or leased out
