The Bureau of Operations and Revenue consists of three units: The Directors Office, Utility Billing and Collections, and Tax and Enforcement. These units are identified by separate budgetary accounts to better identify functions and costs.
The Directors Office plans, organizes, and directs the activities of the Bureau and is responsible for the preparation of the Bureaus budget, compilation and analysis of statistical data relative to collection performance and rate increases, and the handling of citizen complaints.
The Billing and Collection Unit is responsible for the billing and collection of utility payments. City utility services are provided to city residents and commercial users as well as to six outlying municipalities including Susquehanna Township, Lower Paxton Township, Swatara Township, Penbrook Borough, Steelton Borough and Paxtang Borough. Customer Service Representatives provide billing information and establish payment schedules for those who fall behind in their utility payments. In cases where a chronic delinquency exists, procedures for water service termination are initiated to motivate property owners to pay their utility bills on a timely basis. When these collection efforts fail, this unit also initiates legal action against the debtor.
The Tax and Enforcement Office bills and collects mercantile and business privilege taxes and various license fees for the City and for the Harrisburg School District. This unit administers the dog licensing program, issues and serves warrants to collect past-due mercantile taxes and also manages all activities associated with the Citys security and fire alarm program. An auditing program, implemented in 1992, allows this office to conduct thorough investigations of the taxable receipts of area businesses.
