The Bureau of Human Resources, headed by a Director, maintains all personnel records for every employee, is responsible for recruitment, promotionals, unemployment compensation, health care, Family and Medical Leave Act, American with Disabilities Act, worker's compensation, and processes all salary increases and the bi-weekly payroll for every City employee.
The Bureau of Human Resources is comprised of two divisions: the Human Resources Division and the Payroll Division.
The Human Resources Division oversees and administers a wide range of centralized personnel services for City Government including, but not limited to recruitment, testing, screening, hiring and processing individuals to fill vacant positions, enforces civil service rules and regulations and administers the promotional processes, where applicable for the Harrisburg Police, Fire and Non-Uniform Civil Service Commission, unemployment compensation matters, exit interview process, management of health care and leave benefits for employees of City government, worker's compensation program, administration of the Family and Medical Leave Act and the Americans with Disabilities Act, and drug and alcohol testing.
The Payroll Division is responsible for processing the City's bi-weekly payroll, maintaining payroll records and managing federal, state, and local tax deductions as well as all other mandatory payroll deductions and voluntary contributions. Staff is also responsible for ensuring all withholding reporting requirements are met. Staff works closely with all timekeepers to ensure smooth and accurate payroll processing. Staff also effectuates scheduled salary increases for bargaining unit employees and merit pay increases based on performance evaluations for management personnel.
The Bureau recruits through a variety of media including local newspapers, the Internet, trade journals and publications, colleges and universities, vocational-technical schools, television, radio, and mailings to minority, civic and religious organizations.
