The bid opening had been extended to Thursday May 5, 2011 at 3:00 P.M. Please contact Envinity. Inc. for amendments.
The City of Harrisburg will receive sealed bids until 3:00 pm prevailing local time on the extended deadline date Thursday, May 5, 2011, at the MLK Jr. City Government Center, Suite 302A, Office of Purchasing, 10 North Second Street, Harrisburg, PA 17101. The bids will be publicly opened and read aloud, immediately thereafter in suite 304B, for the following contract:
Project Number 2264-11: City of Harrisburg Clean Energy Retrofit Project
The project includes the following elements:
- Replacement of 180 ton split chiller with 2 packaged chillers
- Replacement of chiller controls
- Interconnection of chiller heat recovery
- Replacement of air handler controls
- Addition of air handler VFDs
- Service contract for MLK City Government Center
Contract Documents, including Drawings and Technical Specifications, will be on file for review at the office of Envinity Inc, 331 East Foster Ave, State College, PA 16801, (ph: 814-231-3927), and the MLK Jr. City Government Center, (ph: 717-255-6472).
Copies of the Contract Documents may be obtained at the office of Envinity, Inc. Payment for the Contract Documents will be $50.00. All checks should be made payable to Envinity, Inc. Deposit is non-refundable. A $10.00 fee for postage and handling will be required for Contract Documents that are mailed to bidders unless recipient UPS shipping account number provided. Bids will only be accepted by bidders on file with Envinity as having paid for contract documents.
A non-mandatory pre-bid meeting will be held at 3:00 pm, April 6th, 2011, at the MLK City Government Center, Office of the City Engineer, Suite 212 (10 North Second St). Questions must be submitted in writing by April 12th at 5pm to kgombotz@envinity.com
A certified check or bank draft, payable to the order of the City of Harrisburg or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department's most current list - Circular 570 as amended - and be authorized to transact business in the State of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid.
The successful bidder will be required to furnish and pay for satisfactory Performance and Payments Bonds, on the forms provided, each in the amount of one hundred percent (100%) of the Contract Price with a surety company listed on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania.
Notice is given that this project is being funded by the American Recovery and Reinvestment Act (ARRA), through the US DOE EECBG program. Therefore prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents also contain federal requirements addressing Buy American provisions, labor standards, non-discrimination in hiring practices, goals for MBE and WBE participation, and related matters. In addition, the City has DBE criteria set forth in Chapter 2-901 of the Codified Ordinance.
Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor and all subcontractors.
Contract time is One Hundred Twenty (120) calendar days to substantial completion and One Hundred Fifty (150) calendar days to final completion of the base bid items and One Hundred Fifty (150) calendar days to substantial completion and One Hundred Eighty (180) calendar days to final completion of alternate bid items.
Addenda, if any, will be issued to only those persons whose names and address are on record with Envinity, Inc as having obtained the Contract Documents.

LEAD CERTIFIED REGISTERED NURSE
The City of Harrisburg will accept sealed proposals for: Requests for Proposal #04-2011 for a Lead Certified Registered Nurse. Proposals must be received by the City of Harrisburg, The Rev. Dr. Martin Luther King, Jr. City Government Center, Office of Purchasing, 10 North Second Street, Suite 302A, Harrisburg, Pennsylvania, 17101, until 3:00 P.M., Friday May 6, 2011.
